TAC is designed to avoid becoming a bureaucracy in search of a mission. Work begins with specific problems, measurable outcomes, and deliberately small teams.

The operating model

Mission Cells

Small, cross-disciplinary teams organized around a consequential bottleneck rather than a traditional department or industry silo.

A mission cell may include researchers, engineers, operators, domain experts, capital partners, policy expertise, and frontier-AI capability as appropriate to the problem.

90-Day Proof Cycles

The initial goal is not to “solve everything” in 90 days. It is to establish evidence that the coalition model can materially move a difficult problem.

Each cycle asks:

  • Is the problem defined correctly?

  • What is the binding constraint?

  • What can frontier intelligence uniquely accelerate?

  • What can be built, validated, or deployed now?

  • What measurable result would justify continuation?

A Living Ontology

Each mission contributes to a shared map connecting:

  • human problems

  • root causes

  • dependencies

  • scientific and technical constraints

  • institutions

  • infrastructure

  • data

  • regulation

  • resources

  • capabilities

  • risks

  • proposed and validated solutions

The objective is cumulative intelligence: one solved problem should make the next easier to solve.

The first 90 days

Phase 1 — Convene

Bring together a small founding group capable of challenging the thesis from technical, economic, ethical, operational, and institutional perspectives.

Phase 2 — Select

Choose one problem with:

  • high human value

  • a measurable outcome

  • a credible path to action

  • enough complexity to test the model

  • a scope small enough to learn quickly

Phase 3 — Build

Form the mission cell, establish access and security requirements, define the baseline, and run the proof cycle.

Phase 4 — Decide

Publish or privately review the result, depending on security and intellectual-property constraints, then scale, revise, or stop.

What TAC is not

TAC is not intended to be:

  • a global regulator

  • an owner of frontier laboratories

  • a permanent gatekeeping caste

  • a replacement for markets or governments

  • an excuse to slow beneficial research

  • an institution that confuses technological capability with moral authority

It is a proposed coordination and execution layer built around measurable human outcomes.
